The approval also covers an associated 60km gas pipeline, ERM Power said in a statement on Wednesday.
Chief executive Philip St Baker said the power station, about 270km north of Perth, was intended to meet growing demand for electricity in the emerging mining province.
It would also be available to service other customers on the South West electricity grid, which mainly comprises a network operated by the state government-owned Western Power.
Mr St Baker said construction would take about two years for the power station and about six months for the pipeline, once a final decision is made to proceed with the project.
"The next stage in the development is finalising fuel supply and electricity offtake agreements and capacity certification from the Independent Market Operator, which will allow us to make a final investment decision on the development," he said.
Three Springs would be the third low-emission power station developed by ERM Power in WA after the $400 million Kwinana power station and the $435 million Neerabup power station and gas pipeline.
Shares in ERM Power were down two cents, or 1.29 per cent, at $1.53 at 1200 AEST.
